Hybrid: This role is categorized as hybrid . This means the successful candidate is expected to report to Global Technical Center in Warren, Michigan three times per week, at minimum, or other frequency dictated by the business and requires estimated a minimum of 50% or more international business travel.

The Role

The LTWV International Assistant Program Manager (APM) supports cross-functional planning, execution, and governance for Light Tactical Wheeled Vehicles (LTWV) international programs. In close partnership with the Program Manager, this role helps ensure scope, schedule, cost, risk, and contract deliverables are clearly defined, integrated, and executed to meet customer and business objectives.

The APM is a key integrator across engineering, operations, finance, contracts, and customer stakeholders, driving clarity, discipline, and transparency in program delivery.

What You'll Do:

Program Planning & Execution

  • Support development and maintenance of integrated program plans (scope, milestones, dependencies, risks).
  • Ensure business deliverables are identified, documented, owned, and tracked to closure.
  • Coordinate cross-functional teams to deliver on time, with quality and contractual compliance.
  • Provide input to program strategy that balances customer requirements, business needs, and execution constraints.

Requirements & Business Process Management

  • Manage day-to-day requirements identification, documentation, and traceability.
  • Analyze and document complex business processes to support planning and execution.
  • Facilitate working sessions to translate requirements into scope-of-work and project plans.

Status, Governance & Leadership Communication

  • Develop concise status reports, dashboards, and metrics for internal and customer reviews.
  • Prepare materials for key milestones and program reviews; maintain alignment to timing and deliverables.
  • Clearly communicate progress, risks, issues, and decisions across stakeholder groups.

Risk, Issue & Change Management

  • Identify, track, and communicate risks, issues, scope changes, and variances.
  • Support development and execution of mitigation and recovery plans; escalate as needed.
  • Assist in resolving cross-functional roadblocks with internal and external stakeholders.

Cross-Functional Alignment & Decision Support

  • Align business, technical, and operations teams to shared objectives; help resolve conflicting priorities.
  • Coordinate inputs and approvals for design, decision, and program-control documents.
  • Help ensure plans, decisions, and execution activities remain synchronized across stakeholders and geographies.

Resource Planning & Team Effectiveness

  • Monitor resource needs versus plans; highlight gaps and shortfalls.
  • Support definition of team roles, cadences, and training needs for effective delivery.
  • Track completion status and training progress; reinforce structure, prioritization, and disciplined execution.

PMO & Continuous Improvement

  • Contribute to continuous improvement of PMO processes, tools, and operating rhythms.
  • Enhance tracking, review, and management routines to improve visibility, accountability, and consistency.
  • Help strengthen the program-management framework for repeatable, scalable success across LTWV international programs.

Your Skills and Abilities (Required Qualifications)

  • Bachelor’s degree or equivalent work experience.
  • 5+ years of relevant experience in managing projects and project resources.
  • Significant experience in complex, cross-functional environments (e.g., automotive, defense, aerospace, manufacturing).
  • Demonstrated experience with integrated schedules, contract deliverables, and cross-functional team leadership or coordination.
  • Strong working knowledge of structured program-management practices.
  • Proficiency with software scheduling tools (Microsoft Project or similar technology), Excel, and PowerPoint; ability to learn production-scheduling and cost-accounting tools.
  • Excellent written and verbal communication skills; proven ability to synthesize complex information for leadership, customers, and functional teams.
  • Candidate must be a U.S. Person (U.S. citizen, U.S. permanent resident, asylee, or refugee) or a non-U.S. Person eligible to obtain any required export-control authorization.
  • U.S. citizenship required to comply with federal government contract provision expressly restricting role to U.S. citizens.

What Will Give You a Competitive Advantage (Preferred Qualification)

  • Bachelor’s degree in Engineering, Business, Systems Management, or related field; advanced degree (e.g., MBA, Systems Engineering) preferred or equivalent work experience.
  • Direct experience with U.S. Department of Defense programs (e.g., CDRLs, IMS expectations, MIL-STD-881 or similar standards).
  • Experience in light tactical vehicles or ground combat systems.
  • Hands-on experience with process design, documentation, and automation (e.g., SharePoint / Power Platform, workflow tools).
  • Exposure to Earned Value Management (EVM), cost/schedule integration, or similar performance-management frameworks.
  • Familiarity with GM or GM Defense processes and governance for contracting, timekeeping, and program financials, and/or prior military experience in complex operational or program environments.
