The Role

The Supervisor, Customs Origin and Solicitation lead a team of analysts responsible for executing Customs Origin and Solicitation activities in compliance with regulatory requirements and GM policies. This role combines people leadership, operational oversight, and subject‑matter expertise to ensure high‑quality, timely delivery of services, strong internal controls, and continuous process improvement:

  • Oversee day‑to‑day Customs Origin and Solicitation operations (including IRP, AALA, FTA solicitations, and document audits).

  • Provide coaching, direction, and support to analysts.

  • Act as primary escalation point of contact for complex issues, supplier disputes, and high‑risk items, working with Global Customs counterparts and business partners.

  • Drive standardization, automation, and process improvements to support compliance and efficiency.

What You’ll Do

People Leadership and Operational Management

  • Lead, coach, and develop a team of Customs Origin and Solicitation Analysts, providing regular feedback, performance management, and development planning.

  • Allocate and balance workload across the team, ensuring SLA adherence, quality standards, and appropriate coverage for US, MX, and PH time zones.

  • Monitor daily operations, provide guidance on prioritization (e.g., IRP items, urgent supplier requests, escalations), and ensure timely issue resolution.

  • Conduct regular team huddles, 1:1s, and calibration sessions to align priorities, address blockers, and reinforce controls and compliance expectations.

  • Serve as the first escalation point for analysts on complex cases, supplier disputes, and non‑responsive suppliers; decide when/how to further escalate to leadership, Legal, or Customs Compliance.

Customs Origin – Oversight and Subject‑Matter Expertise

  • Oversee execution of Customs Origin work in compliance with regulatory requirements and customer/stakeholder timelines.

  • Develop and maintain deep expertise (and team capability) in USMCA and other FTAs that impact GM North America, including relevant GM policies, procedures, and external sources.

  • Provide directions to the team on complex origin determinations, interpretation of rules of origin, and documentation requirements.

  • Lead or sponsor complex projects that eliminate non‑value‑adding activities, standardize origin processes, and enhance data quality.

  • Drive and lead calls and discussions with customers, business partners, and stakeholders within the Customs space on higher‑risk or complex origin topics.

  • Ensure desk procedures, work instructions, and knowledge repositories for Origin work are up to date, clear, and auditable.

Customs Solicitation – Oversight and Escalations

  • Ensure team participation and readiness for daily IRP (Immediate Response Process) related to dutiable items crossing into the US, including clear roles and coverage plans.

  • Oversee solicitation of American Automobile Labelling Act (AALA) documentation for labeling compliance, ensuring accuracy and timeliness.

  • Supervise auditing of customs documents and processing on suppliers’ behalf, ensuring adherence to customs standards and internal controls.

  • Monitor team performance in following up with global suppliers on customs documents (email and phone) and in communicating document errors clearly and professionally.

  • Govern escalation of non‑responsive suppliers, ensuring consistent application of escalation paths and documentation of attempts and responses.

  • Provide guidance and review for analysis performed when suppliers dispute documents or addresses, ensuring consistent, well‑supported decisions.

  • Oversee and support team efforts to assist and encourage suppliers in using the Document Solicitation System, including training, FAQs, and communication templates.

  • Oversee urgent tasks cascaded by solicitation analysts as they arise, ensuring rapid triage, assignment, and resolution, while managing risk and stakeholder expectations.

Controls, Reporting, and Stakeholder Management

  • Ensure the team is operationally executing and supporting Customs Origin and Solicitation methodologies and processes in line with GM policies, internal controls, and audit requirements.

  • Review and approve key reports, schedules, and analysis produced by the team (e.g., workload status, IRP metrics, SLA performance, exceptions/defects).

  • Provide timely and accurate updates on the team’s workload, risks, and performance as part of status reporting to Customs leadership and other stakeholders.

  • Maintain a strong control focus, ensuring that any financial, compliance, or control‑related issues are raised promptly with root‑cause analysis and proposed corrective actions.

  • Collaborate effectively with Mexico peers and colleagues, Global Customs, Tax, and other GBS teams to resolve issues and align on process changes.

  • Partner with stakeholders to identify opportunities for process improvements, automation, and standardization that drive quality, compliance, and efficiency.

Continuous Improvement and Projects

  • Champion and prioritize process improvement and automation initiatives in Customs Origin and Solicitation.

  • Sponsor or co‑lead projects that simplify processes, reduce cycle times, improve data quality, and strengthen controls.

  • Support documentation and timely updates of desk procedures, SOPs, and training materials arising from improvement projects.

  • Manage or coordinate special projects and ad hoc responsibilities, including support for internal/external audits and regulatory or policy changes.

Your Skills & Abilities (Required Qualifications)

  • Bachelor of Science in Customs Administration, Business Administration, or equivalent.

  • Prior experience leading or mentoring a team (formal people leadership or strong informal leadership in a senior analyst role).

  • Familiarity with North America Customs Policy, Free Trade Agreements, and core customs documentation.

  • Proficient in Microsoft Office applications (Excel, PowerPoint, Word, Outlook).

  • Knowledge in MS Access, Glean, Databricks or other automation/analytics tools is a strong plus.

What Will Give You A Competitive Edge (Preferred Qualifications)

  • Exceptional organizational skills, with demonstrated ability to effectively manage multiple priorities and deliver through others.

  • Strong people leadership and interpersonal skills; demonstrated commitment to teamwork, coaching, and cross‑functional partnerships.

  • Detail‑oriented with a passion for quality, accuracy, and compliance.

  • High customer service orientation, both to internal stakeholders and external suppliers.

  • Ability to “learn on the fly”, operate in ambiguity, and lead a team through change (new regulations, tools, or processes).

  • High level of analytical ability to solve unusual and complex custom-related issues and to guide the team in issue resolution.

  • Demonstrated integrity and sound judgment in handling confidential and sensitive data.

  • Flexibility in work hours to accommodate US, MX, and PH time zones as required by operations and escalations.
